Quarterly regulation outlook reports compile regulatory developments issued by global regulators (BCBS, FSB), supranational ones (with a focus on Europe), and some local geographies (USA, UK, Spain) for the quarter, and anticipate major changes in regulations for the following quarter, the following year, or on the longer term.

They are structured as follows: executive summary, which contains references to the most important regulatory changes for the period; forthcoming publications, providing details of documents that will be published during the next quarter, next year and in the longer term; and the body of the report, made up of a collection of summaries of relevant publications for the quarter.

The regulatory activity of 2Q2026 was marked by the strengthening of the financial sector’s resilience, the adaptation of prudential and supervisory frameworks to new risks, including AI, cryptoassets and climate-related risks. At global level, the FSB consultation on AI stood out, while in Europe the EBA, EC, ECB and SRB focused their activity on stress testing, regulatory simplification, FRTB, financial integration and climate-related risks. Furthermore, countries like Spain, the UK, Germany, the United States and Brazil advanced their frameworks on AI, capital, risk management, banking supervision and liquidity.

Regulatory activity in Q1 2026 marks the culmination of a phase of adjustment and modernization, with Europe making progress in simplifying prudential and reporting frameworks while strengthening banking supervision and resolution. There has also been significant momentum in the regulation of payments and cryptoassets, particularly stablecoins in the United States, alongside a gradual convergence of regulations in Latin America.
